My michigan filing was rejected and stated a SW update was needed and to refile after 2/29/2024. Is there a product issue that is preventing filing of Michigan state tax forms,?

Yes, some forms are not ready to be electronically filed yet. This is probably related to the changes in the MI law in regard to retirement benefits.  

There will be an update on 2/29/2024 that will resolve this. You should review your state return, make any changes if needed, and re-submit it. If you are using TurboTax online the program will update automatically, and if you are using Desktop you will have to run an update before filing the return again.
