Kansas K-210 Form not calculating Correctly

I'm working on my Individual Income Tax Return for Kansas and Turbo Tax is calculating 71 dollars or Estimated Tax Penalty on Form K-210.  However, this is because Row 11 of the form is incorrectly  calculating an amount when all columns should be zero.  All columns on my form show the amount in Row 9 are lesser than the amount in Row 8.  Per the 2023 K-210 instructions below, no further entries are required in this case.  There is not way for me to override out of this.  Someone Please Help!!

LINE 9: Exception 1 applies if the amount on line 8 of a column
equals or exceeds the amount on line 9 for the same column. Multiply
line 2 or 3 (whichever is less) by the percentages shown in each
column of line 9. If the amount on line 8 (for each column) is equal
to or greater than the amount on line 9 (for each column) – no
penalty is due and no further entries are required.
