It would be helpful if whoever is working on resolving this issue would post a status. It's frustrating waiting for a resolution with no indication as to whether it's even being worked on.
Just filed mine using TurboTax.
It seems to work, except it asks for "2022" Gross Income, when it means 2023.

I was able to file mine also.
One note, though ... it really does mean to enter the 2022 gross income.
From the NYS Dept of Taxation and Finance web site:

"Filing fee calculation
The filing fee is based on the New York source gross income for the tax year immediately preceding the tax year for which the fee is due."
So , if you're filing a return for tax year 2023, you should enter the NYS source gross income for the year 2022.

Correct. This issue is for all users who need to pay that filing fee in NY!
They say the form is available but the link we are sent to does not work. I tried to play with the URL but could only find the NY form to postpone the filing.
All users with this issue will have to file manually and pay with a check if they don't fix this issue:

I will request my $50 back for the NY state filing! I would suggest all others users to do the same thing!
