Is there a tax break for being car-free?

I noticed there's a tax break for owning an electric vehicle. Is the bill SB 457, giving a tax break for not owning a personal vehicle, applicable?

By not having a vehicle you do not spend money on it. Your income is the same with or without the vehicle.. so now you have more money to pay your taxes and spend on other things. There are no federal benefits and I have not seen any state offer benefits for not having a vehicle.

It is not applicable. CA governor did not sign the bill.
