Irs says people eligible for Stimulus Payment who did not file a tax return for 2018 or 2019 can use the non filers tool for the payment. Is it eligible for the Stimulus payment for an adult not file 2019 tax return, but was a dependent in 2018? In this case, can he or she use the non filers tool register for the stimulus payment?
Looks like this Scenario answers yes to my question... Isn't it?

Yes, if you are not required to file a tax return and you do not fall into a category of taxpayer that will automatically receive a stimulus payment, you should register your information using one of the non-filer applications. This will generate a zero-income return to process your stimulus payment.
Those that do not need to register using the non-filer application include someone who is receiving Social Security retirement, disability (SSDI), Supplemental Security Income (SSI) or survivor benefits; Veteran’s benefits; or Railroad Retirement benefits.
