Is a paving assessment bill deductible?

For my main residence I had a county paving assessment. Am I able to deduct this bill on my taxes and if so where?

Taxes that are an assessment for benefits such as streets, pavements, parkings which increase the value of your property aren't deductible as Property taxes.

They can be added to the cost basis of the property, which will help reduce any capital gains when you sell the property.
