You can, but the IRS will only contact you again because you've sent them incomplete information.
In the letter you received from the IRS regarding your Form 8962, they should have included a phone number that you can call about the letter. Call that number, and advise them of your situation with your insurance company, and receiving the information you need. (They're busy this time of year, obviously, so be prepared to be on hold for awhile.)
They'll be able to advise you of what they need you to do, and they'll insert a note in your file that you called and what your issue was.
