IRS told me to do the Forms 8962, and 1094-A and fax in. But I cant get the insurance to mail me the forms I need in time. Is there a way to submit those forms with out?

You can, but the IRS will only contact you again because you've sent them incomplete information.

In the letter you received from the IRS regarding your Form 8962, they should have included a phone number that you can call about the letter.  Call that number, and advise them of your situation with your insurance company, and receiving the information you need.  (They're busy this time of year, obviously, so be prepared to be on hold for awhile.)

They'll be able to advise you of what they need you to do, and they'll insert a note in your file that you called and what your issue was.
