Im trying to file my taxes using the payment plan option but under file I'm not given the option.

Tell TurboTax you will pay your federal tax bill by check - then apply for an IRS payment plan through their website.   

Some states have a similar payment option - to see your state's requirements, if any, contact the Dept of Revenue for your state.  

If you are a qualified taxpayer or authorized representative (Power of Attorney) you can apply for a payment plan (including installment agreement) online to pay off your balance over time.

Note: Once you complete your online application, you will receive immediate notification of whether your payment plan has been approved.
