Im filing takes for my son who is a Senior in high school. His fed withholding is $698, as a student, should he be getting all that back?

I assume your son is listed a dependent on your return.  He can make up to $6,300 in 2016 before he starts having any taxes on his return.  So if his income is below $6,300 he would get all the amount if box 2 back, if over then he would some of it back.
