If I have someone who lives with me who works but I pay all bills can I claim her and then file head of household

You cannot claim her as a dependent if she has income over $4,050 in 2016.

Even if you could claim her as a dependent, you cannot file as Head of Household as she is not a qualifying person (she not related to you).
