If I have planned payment installments for 2018 taxes is it a must I have to pay estimates for 2019?

It is not a requirement that you pay estimated tax if you are on an Installment Agreement.  I recommend you concentration on paying off your 2018 tax bill.  Then, if you believe you are going to owe when you file your 2019 returns, make estimated payments.
