If a minor child's parents are both deceased, and his only annual income is $30,000 in unearned income, must he file a tax return, and which forms should he use?
The child in question is living overseas with foreign relatives who are not subject to US tax. Therefore, he is not considered the dependent of any US taxpayer. IRS Publication 929 does not seem to cover this situation.

Yes they must file a return as they are over the filing requirement.
