Identity Theft Affidavit

I had a lot of personal info stolen, including my SSN, but have not seen any issues with any accounts. I got an IP PIN. Now I am filling out the Identity Theft Affidavit on TurboTax. I am supposed to chose between 2 things that sound identical. 
My personal information was stolen, 

1. but it hasn't affected my federal taxes

2. which may place me at risk of being a victim of identity theft.

Both seem to be true. How do I choose which one is for me?

Identity Theft Affidavit

The IRS explains things a bit more in When to file an Identity Theft Affidavit

 

#1 would mean that  a return has not been filed for you - which is hard to know until you file, this is the option if you must mail in your return.

#2 would be the choice if you can efile.
