On the Federal return, it will figure the federal tax on your winnings but give you credit for the amount of tax already withheld. Same with Ohio. NC will tax you on the winnings but will give you credit for the OH tax. For that reason, you need to first prepare the Federal return, then OH, then NC. You need OH first to find out the OH tax, for the NC credit.
