I removed the additional $19.99 charge since I will be charged $39.99 to pay with my return which is ridiculous. I removed the Plus Package but am still being charged

You double check and see if it was removed and what you are being charged for. Click on Tax Tools from the Menu on the left side in your return. Click Tools then My Fees.
