It is not possible to pay a fee to receive both refunds at the same time.  The refunds come from 2 different tax agencies, each doing their own thing.   Even if the Federal and state refunds were to arrive on the same day, it would be a coincidence and would still be in separate deposits.

If TurboTax recommended filing the Federal and state returns at the same time, that screen confuses a lot of users.  That recommendation is there to save you some time and trouble--NOT to get the refunds at the same time, which cannot be done.

If you had an extra fee, did you chose to pay TurboTax product fees out of the Federal refund?  If so, that payment method has a 39.99 service fee (44.99 for California filers)  so that may be the fee you saw.

That having been said, here's how to check to see why you haven't yet received your Federal refund.

How long has it been since you filed? 

What do you see at the IRS website below for the status of your Federal refund?
https://www.irs.gov/Refunds

If that IRS tool shows that the refund has been sent, please report back for more info on how to check on it. 

If the IRS tool says it is still "being processed", and if it's been longer than 21 days, we can tell you how to speak to a live agent at the IRS to see if they can tell you anything about the delay.
