Even if you have no dependents, you may still be eligible for an Earned Income Tax Credit if you have earned income, if this is what you are referring to at IETC.

Can you clarify which state ID you are referring to?  On which document? 

Your Form 1098-T has a Payor ID in the upper left portion of the form, which is most likely the School's ID.
