I'm resident alien with tax treaty valid until Nov 1st 2018 (because I lived in the US few years but left for 2 years before returning). How do I submit it with turbotax

Here are the instructions: 

• Report your full income. Then enter the treaty-exempt amount as a negative amount under Federal Taxes / Less  Common Income / Miscellaneous Income 1099A, 1099C / Other Reportable Income
• Fill in Form 8833 from IRS website to claim an exception.  https://www.irs.gov/pub/irs-pdf/f8833.pdf
• Submit everything by mail to the designated IRS location on your Form 1040 print out.
