What I searched online is to tell me mail return and attach a statement to explain. I would like to confirm if I can still e-file as Turbo tax suggests. Thanks.

No, you can't e-file through TurboTax.

You need to attach the required statement, and TurboTax does not have the option to include that statement with the tax return.
