I have a Tax Penalty but no Form 2210

I have a penalty. And the calculation references a Form 2210. However, when I download my tax return with all the worksheets (government and Turbo Tax), there is no Form 2210! So I can't see how this penalty was calculated and if Turbo Tax even did it correctly.

This appears to be yet another Turbo Tax bug. Please fix! Or show how to generate it.
