I have a child who lives with me 50% of time, but the other parent is claiming them as dependent this year. How do I answer the question "Do you have any dependents?"

Since I will not be claiming them on taxes so I answer "NO"?

Correct. If you had them over half the time, you could be head of household with those credits. At 50%, you are not claiming a dependent and don't have a child over half the time.
