Unfortunately, if you consider NC your permanent state of residence, then according to the NC Department of Revenue, you will need to include all income from all sources (including your OR 1099-MISC) on your NC resident state income tax return.
You will also need to file an OR nonresident state income tax return to report this OR sourced income only. You will get a state tax credit on your NC resident state income tax return for taxes paid on your OR nonresident state income tax return.
Just follow the TurboTax guide when working on your states (remembering to do your nonresident state return first) and TurboTax will do all the calculations and credits to your resident states return
