I did receive a small refund in 2018 from my former employer as a refund of an overcharge for benefits, but no W-2. My question is: does Turbotax know that a W-2 was filed specifically for me by them or just that they somehow know that my former employer has submitted W-2s? Do I have to report this refund from an overcharge for benefits? Am I safe to go ahead and file my return without it, just using the income from my current employer?

It is a generic email. TurboTax only knows that your former employer has submitted W-2s. It does not mean that your former employer submitted a W-2 for you for 2018. You can always verify whether or not they filed a W-2 for you, although you should have received one by today if they did. The money you received is not taxable if you already paid tax on it in 2017. I would check with them and make sure they don't have a W-2 out there for you before you file just in case.
