In short, I was trying to change my answers for "Disaster relief" question by updating the Federal Review screen. It was allowing me to check or uncheck that box on the review screen, so I thought I could update it there, which I couldn't.
You have to start that section over using the links in the left menu and go thru the questions until you get the "Disaster Relief" question in the during the main questionnaire.
Then once you go to the Federal Review screen again you'll see the updated answer
