It depends. If you wish to pay the Federal income taxes you owe for 2022 with your tax return, TurboTax provides a place to make that entry in the File section. If you wish to pay your state taxes with your state tax return, TurboTax will provide an entry space if your state accepts electronic payment through TurboTax (not all states do). 

If you wish to make a Federal tax payment at any time, you can do so on the IRS website.
