I am on your page of "State and Local Tax Refund Summary" I don't understand what this is.

This summary screen shows all of your entries for 2017 state and local tax refunds (whether or not you received a 1099-G to report them). 

If you itemized last year, these refunds may be considered taxable income. After you enter them into this location, you will answer some additional questions and TurboTax will determine for you whether or not they should be included as income based off of your entries.
