I am not filing my state tax returns, but it is on my bill and I can't get it off.

If you are not filing your taxes, either electronically or by mail, you can delete your state return, which will remove the charge. If you want to add the state later, you can, but you will still have to pay for it. You can see below how to delete your state return.
