I am LPR in USA. I spend a month in the USA in 2018. Didn't find any job, just opened bank account and made deposit 3000$. Do i need to file taxes?

You do need to file US taxes for 2018.  You were considered a tax resident on the first day you were in the US. 

You can file a full year resident return with TurboTax , declaring your worldwide income for calendar year 2018.  You can use foreign tax credits on your US return to help offset any double taxation.
