If your taxable income was below the first threshold of the QBI deduction calculation ($157,500 for single filer or $315,000 for joint), the IRS made an exception for specified service or trade businesses to be included in the qualified business income deduction. Therefore, if your taxable income was under the thresholds, then your service business income is allowed to have been allowed to be included in the deduction.

Exceptions: If your taxable income before the qualified business income deduction is less than or equal to $157,500 ($315,000 if married filing jointly), your specified service trade or business is treated as a qualified trade or business. https://www.irs.gov/pub/irs-pdf/i1040gi.pdf
