I am attempting to file my New York State return but 'it looks like some of my tax returns aren't ready' -- IT-213. But the 'Available to File' date is today (1/21).

Does anyone know why there is a delay, and I can't file?  Even though the date to file is today.

As forms are released by State taxing authorities, TurboTax is working hard to get them ready for e-file as quickly as possible.  Many forms are not made available to TurboTax until after filing season begins.  If a form was released by New York today, it can be printed (and filed by paper) but may still be in the process of being converted to e-file format. 

Here is a link with New York State form availabilities.  According to that link, the IT-213 is available to print but e-file is currently unsupported.  Please wait a  day or so, and try again.
