I am a govt employee. We have a program where you can donate vacation time/leave to another employee that is in need. can i deduct this?

Unfortunately, unless the donation is made to a qualified charity, it is not deductible. The IRS allows donation of sick leave by employees to be excluded from W-2 wages if the employer pays the cash to a charitable organization (See IRS Notice 2020-46 ). You should check if your leave program is set up this way.
