How to refile my 2023 taxes

If you are using Online Free Edition, that does not include phone support, but you may be able to get information in this forum once you explain more about what you are trying to do.

What do you mean by "refile?"   Did you file a 2023 return with Online TurboTax, but the efile was rejected, so it's never actually been filed?  

Or did you successfully file a 2023 return, and there is some problem while it's processing at the IRS?

Or do you need to change something in an already-filed return; i.e., prepare an amended return?

In other words, without any detail we know nothing about your situation and what/why you are trying to do.
