The answer to your question is that there are effectively several different ways that you can do this. They are all described at the following Internal Revenue Service (IRS) webpage:
Probably the easiest way to do this, however, especially if you are now living overseas, is to notify the IRS of your new address simply by reporting it in the taxpayer information section of your annual tax return. Alternatively, you can fill out Form 8822, and send it to the IRS for just the cost of an airmail stamp. Here is a link to that document:

If you have a state tax return to file as well (or are notifying a state's department of revenue that you have a new address), then please know that their procedures for reporting address changes are generally the same (both foreign and domestic) as those used by the federal IRS.
