I have hundreds of trades from a brokerage account that cannot be imported. I will enter summary information, but will need to send IRS the 1099-B by mail. Is there a way to upload a scanned or pdf version of the 1099-B using TurboTax Home and Business Desktop?

No, that functionality does not exist in the product, unfortunately.
If all of your trades are covered, there is no need to upload or mail the 1099-B.
adjustments (wash sales, AMD) input as sales summary will trigger the need to mail in the details. you can avoid this by inputting the sales with adjustments as "one by one" with the details and subtract these from the sales summary so your schedule D is whole
