How do I remove the efile fee and file by mail? I haven't paid yet, but TurboTax does not let me change this.

There is no additional e-filing fee in TurboTax Online for either a federal or state tax return. The fee you're seeing is for the tax preparation program(s), and the fee applies even if a return is filed by mail.
