How do I fill out form 8962 ? Why is the IRS asking for this form and also our 1095 -b forms as well ! I need help with 8962 form can u please help me ?

You are confused ... the IRS says you should have a 1095-A from the ACA Marketplace ... if you did not get one or should not have one then respond back saying so. But if you do have a 1095-A you must complete the 8962 and follow the notice instructions ...
