According to new tax laws I need to file Form 8858 -
1. How do I tell if it's included in Turbotax?
2. If it's not included, can I send this form in myself later? (i.e. the IRS receives the form separately from my Turbotax e-filing)
3. Can I even use Turbo Tax at this rate?

Yes you can still use Turbo Tax. You may send form 8858 along with form 8453 to the IRS after you have successfully e-filed. I am including a few help resources below:

From the links you provided, I'm not completely sure how I would file Form 8858 separately. Turbotax will e-file my 1040 but won't include Form 8858.
In Electronic Filing of Form 8858 on page 3 of the Instructions for Form 8858, the IRS states:
"If you are filing Form 1040, Form 1040-SR, or Form 1041 electronically (with or without a Form 5471 or Form 8865), attach Form 8858 to the applicable Form 8453."
Since 8858 needs to be filed with 8453, that means I'm under the filing requirements of 8543 which seems cannot be e-filed? Is that the case?
No, that is not the cases. A Form 8453 is required to be mailed to the IRS e-file center where your return is filed to include any additional information/forms that must be included with your e-filed tax return. Be sure to wait until your return has been accepted by the IRS, then mail within three days.
If you are e-filing your tax return, then mail your Form 8858 along with Form 8453 to:

If you need a blank Form 8453, you can download this pdf, enter your address information and check the box for Form 8949 (this form is really just a cover sheet)
