Some states require that all income be reported; your in-state tax is then calculated by an apportionment between in-state and out-of-state income, rather than a simple total of all income earned in the state.
Are you quite certain that you have indicated that the state you are working with is a non-resident state?
TurboTax tests our software quite thoroughly before release and continually issues updates. If our product is importing all income into a particular state return, there is a reason for that to be done.
