How can I fill out Form 5329?

Hi,

Is there a way to fill out Form 5329 on Turbo Tax and also submit a letter of explanation for this year?  Or do I have to print out and mail my return?  The following post lists options for the 2019 tax year, and I wondered if we can still use this method if we accidentally missed the RMD and have a taxable amount on line 55 of 5329 to transfer to 1040.  I was confused by the phrase "[NOTE: You can only use this method if you are requesting a waver of the penalty and there is no taxable amount on the 5329 form line 55 that must be transferred to the 1040 form]."
