How can I efile Fed and print/mail State? At File/payment only gives option to pay for both.

In TurboTax Online (which it appears you're using), there is no additional charge to e-file either a federal OR state return. The charges you're seeing are for the tax preparation programs, and still apply even if you mail your returns.
