HOA tax returns not filed in over 20 years

Hi.  Our 4-unit HOA in San Francisco has not filed tax forms in many years, did not know that we needed to.  Not sure what to do now re prior tax years.  Went to IRS office to ask but rep did not know, referred me to their business section but could not reach anyone to ask.
