the 34.99 fee is for your use of the Deluxe Program and not for you trying to have a refund put in your bank account via direct deposit.  The other 34.99 is most likely a refund processing service because you chose an optional service to pay your fees with your federal refund.  To remove the second fee merely pay the 34.99 Deluxe fee with a credit card.
