Hi! For 2018 I was exempt on my state taxes so for 2019 Im in a payment plan with Illinois to pay what I owe. Do I need to put these payments on this year’s tax return?

Whether or not you need to included your 2018 state tax payments you made in 2019 depends upon whether or not you are itemizing deductions or using the Standard Deduction.  If you are not itemizing on Schedule A, then you don't need to report those state tax payments.
