Tax Year Prior to 2020: Help answering a question regarding prior tax years

Hi! Apologies, I've updated my message! I'm stumped on this question in turbo tax - How much did you pay in 2018 towards state or local taxes for 2016 or a prior year? My 2016 taxes were refiled in 2018 on a 1040X (not in turbo tax) and I paid what I owed to both state & federal. Should I answer this question with the amount that I paid the state (in 2018 when I refiled)? Thanks so much!

Yes, it is the amount actually paid in 2018 (assuming you are preparing your 2018 income taxes).  There is a potential tax deduction for state and local income taxes paid, if you have enough other itemized deductions to file a Schedule A.  This is the reason the question is asked.
