It's impossible to say why your refund was less in 2020 than 2019.  There are a lot of factors that can contribute to this such as your income (tax bracket), filing status, deductions, credits, and withholding.  Instead of comparing your refunds, I suggest you compare your tax returns side by side.  Look at income and withholding, the later is usually the culprit when most other things remain the same or similar.
