Healthcare.gov's Tax Tool for SLCSP calculations (now including 2018) is only for those claimed as a personal exemption-which is NOBODY in 2018. So can this even be used?

Ok ... you will still claim the dependent on your return even though  the personal exemption amount for 2018-2025 is zero ... so yes the tool is still correct.

I agree.  There ARE still exemptions, but the DEDUCTION for those exemptions are $0.
