Health Insurance

I received a Form 1095-B and it states 'Not to file with taxes'.  While doing my taxes I was asked if I received a 1095-A.  I checked 'No'.  My taxes have been returned twice because I did not submit the 1095-A, nor a Form 8962-Premium Tax Credit.  The instructions for the 8962 states to collect data from my 1095-A.  

I do have government health insurance but do not have a 1095-A.  I only have a 1095-B.  

How do I correct or have my taxes accepted if I do not have the requested form?

The 1095-B does not get entered.   The IRS believes you or one of your dependents was enrolled in Obamacare at some point in 2023.   Check the healthcare.gov website; there may be a 1095-A on file for you or one of your dependents.   If you find it, enter it and resubmit your return.   If there is no 1095-A out there, see the help article below for a workaround.   The first part is what I just told you to do, and the bottom is instructions for what to enter in TurboTax to bypass the error and rejection.
