Health insurance question

My son helps support a disabled friend that lives with him. His friend gets social security but doesn't yet qualify for Medicare. My son works at a restaurant and makes about 29K a year. He can't afford to buy health insurance, so I check that he couldn't afford insurance. Once I added his disabled friend as a dependent and answered questions about health insurance for his friend, his accepted excuse was dismissed and now has a $695.00 tax due. Is this an error?

Health insurance question

You are correct that your son would qualify for the Penalty Exemption for insurance being 'unaffordable'. 

The penalty you are seeing is for his Dependent, who, since he is on Social Security Disability, should be insured with your State's Medicaid Program.

In the Health Insurance section, choose the option 'I'll pick who had it and which months'. Check all the months for the Disabled Dependent, and none for your son.

Then indicate that insurance was unaffordable for your son for all months. 

You should get a message in TurboTax that the Penalty has been waived.
