Got a error on update of Federal Tax Forms Locked up Update

Running on Windows 10 latest update from Microsoft with Avast Premier antivirus.

Install from DVD from Amazon and proceeded with updates.  All updates worked except Federal Tax Forms update.  It crashed and hung TurboTax

In doing some research I have determined the error was caused by running on a “Metered Network” as defined in WiN 10,  not caused by permissions or Antivrus.  After switching to an un-metered WIFI Network the Federal Tax Forms updates fine.
