Form 8962
I am the recipient of a Form 1095A. On this form for 2019, my daughter is listed as a covered individual, however she did not meet all the qualifications for me to claim her as a dependent so she only had coverage for 3 days with the Marketplace. When she submits her 2019 1040, does she have to complete a Form 8962?

Form 8962
Yes. She will need a copy of the 1095-A. You each must indicate that the policy is shared with someone who is not on your return. You can then claim any allocation percentage agreed upon, even 0% & 100%, as long as the total percentage reported by all policyholders does not total more than 100%.
